Nagin being re-elected brings back into focus the need for some kind of "voter test". If you are too stupid to pass the test, then you can't vote.

Because, Nagin being re-elected, after he was the main cause (or his lack of doing anything led to) the whole "Katrina Debacle", makes me think that anyone that could possibly have voted for him was a mental case.

Maybe in the aftermath of one of the worst NATURAL disasters in our recent history, most of the people have turned to hard core drugs?????? That would explain the idiocy in re-electing him.
