In order to raise money for their cash strapped city. Los Angeles plans to crack down on dog owners who fail to properly license their dogs. But how are they going to find these law breaking pup parents?
"The Department of Animal Services has eight full-time people whose job is to find and license dogs. The Department of Water and Power keeps a meter-reader database of homes with dogs. The council ordered the departments to coordinate to find the pooches."The Dept. of Water and Power keeps logs on who does and does not have dogs? I mean I know they need to know so they don't get bitten while reading the meter, but CREEPY.
