D.C. Shooting

Umm....let me see if I have this right...a 34 year old woman with a small child in her car was clearly experiencing a psychotic episode...but was unarmed and the D.C. cops couldn't have thrown a spike strip down and detained her? They killed her?

Not saying she wasn't a danger in her state of mind but could they have not even tried to stop the car and removed the UNARMED woman?
